「ジャパニーズウイスキー」を、酒類の地理的表示(GI)として指定する案について、意見募集が行われています。

Public comments are being collected on a proposal to designate “Japanese Whisky” as a geographical indication (GI) for liquor.

意見募集の概要Outline of the call for comments

この案は、行政手続法に基づく意見公募の手続きです。現時点では、案の段階で、決まったものではありません。

This proposal is a public comment procedure under the Administrative Procedure Act. At present it is only a draft and has not been decided.

地理的表示(GI)とはWhat is a geographical indication (GI)?

地理的表示は、酒類の産地名を保護する制度です。指定されると、決められた産地で、決められた基準に沿って造られたお酒だけが、その名称を表示できるようになります。

A geographical indication is a system that protects the place names of liquor. Once designated, only liquor made in the designated area and in line with the set standards may display that name.

すでに「日本酒」が指定されています。「本格焼酎」(蒸留酒)を指定する案も、意見募集の対象になっています。

“Nihonshu” (sake) has already been designated. A proposal to designate “Honkaku Shochu” (distilled liquor) is also subject to the call for comments.

業界の自主基準The industry’s voluntary standard

日本洋酒酒造組合は、2021年に「ウイスキーにおけるジャパニーズウイスキーの表示に関する基準」を制定しました。この自主基準は、ジャパニーズウイスキーの表示に関する事項を定め、国内外の消費者の適正な商品選択に役立てること、事業者間の公正な競争を確保すること、品質の向上に役立てることを目的としています。

In 2021, the Japan Spirits & Liqueurs Makers Association established the “Standards for the Labeling of Japanese Whisky in Whisky.” This voluntary standard sets out matters on labeling of Japanese whisky, with the aims of helping consumers in Japan and abroad choose products appropriately, ensuring fair competition among businesses, and helping to improve quality.

日本の酒税法では、ウイスキーは、発芽させた穀類と水を原料に糖化・発酵させたものを蒸留したもの(留出時のアルコール分が95度未満)などと定められています。この定義の詳しい内容は、次の記事で確認できます。

Under Japan’s Liquor Tax Act, whisky is defined as, among other things, a spirit obtained by distilling a mash made by saccharifying and fermenting sprouted grain and water (distillation strength below 95% ABV). The details of this definition are covered in the following article.

意見を出すにはHow to submit a comment

1. e-Govパブリック・コメントの案件ページ(案件番号410080068)を開きます
   Open the e-Gov Public Comment page for the matter (case number 410080068).
2. 「意見募集要領(提出先を含む)」と、「命令などの案」の全部を確認します
   Read all of the “Guidelines for submitting comments (including where to submit)” and the “Draft of the order.”
3. 要領に従って、意見を提出します
   Submit your comment according to the guidelines.

誤った投稿を防ぐため、提出の前に、意見募集要領と命令などの案の全部を確認するよう求められています。案の具体的な内容は、案件ページの資料で確認します。
